You've got a point, but I've seen / played a lot of demos that did not run as well as the real game. And on another thought, few demos are meant as a tech test. Most demos don't have some of the settings available, like for example Spellforce 2, which its demo disables all the high/ultra settings.
Besides, I'm not saying a demo would be a bad thing. On the contrary, what you are saying has sense. Thing is, if they ran the demo in a secluded part, like a city or dungeon, then you're not be seeing the whole picture tech-wise. When you are out in full-out Cyrodiil is when the game wraps its hands around your GPU and CPU's neck and tries to choke it.
Again, then it goes back to the point of having to release the whole damn thing to create a demo.
Basically, if you meet the minimum reqs, you are going to be able to play the game nicely at one setting or another. But thats when you have to be smart about your expectations. If your computer chokes on a game like Quake 4, then be ready to run this game low.
If we put all technicalities and all gameplay issues out of the way you still have to think of the weight of the demo. This game is only available on DVD (double-layered dvd for that matter) for a reason. It is huge and it is heavy.
